In a letter dated September 22, 2026, the Phelps County Commission said the county does not have a planning and zoning ordinance, though any state laws will apply. Before you design, call the Phelps County Clerk at 573-458-6101 to ask about permits and septic. The City of Rolla has its own building permit department for in-city builds.
