Missouri Permit Filing Guide

Every Missouri county has its own permitting process. Use this checklist to gather what you'll likely need, and reduce surprises during review. Many rural counties have no county-level code at all.

Important: DreamStart does not file permits on your behalf. The customer handles permits locally. We provide custom architectural drawings and coordinate engineering stamps when your county requires them, that's typically what your county needs.

Basic Documents to Prepare

Some counties require proof that you're the owner or buyer before accepting permit applications.

Structural engineering documentation for SIP panels

Engineering calculations specific to SIP construction methods and load requirements: coordinated as needed for your parcel and permit requirements.

Insulation ratings and energy code compliance info

SIP panel R-values and energy performance data to demonstrate code compliance (R-26+ walls, R-40+ roof).

Harrison County	No county permit	No county building or zoning requirements, per the County Clerk in writing. City of Bethany has its own code.
Andrew County	No county permit	No county zoning, so no county building permit (Andrew County Commission). Septic permit from the Andrew County Health Department. Savannah city limits follow city code.
Platte County	County code adopted	Platte County Planning & Zoning (816-858-3338). Building permit required under the 2018 IRC; sealed engineer drawings in the permit packet.
Clay County	County code adopted	Clay County Planning and Zoning (816-407-3380). Permits and inspections for almost all construction under the 2012 IRC.
Buchanan County	County permit required	Buchanan County Planning & Zoning (816-271-1528). The Zoning Order requires a building permit for any structure; no adopted building code.
Clinton County	County permit required	The Zoning and Subdivision Order requires a permit before you build a house. No adopted building code found in the order. County Clerk: 816-539-3713.
DeKalb County	Confirming	DeKalb County has a township form of government, so contact your township, the County Clerk says. No adopted code in the 2021 state data. Call the County Clerk at 816-449-5402.
Boone County	County code adopted	Boone County Resource Management (573-886-4330). Zoned; building permit, site and setback inspections, and a separate septic permit.

Always verify directly with your county. Codes and requirements change.

Missouri Rural County Reality

Most rural Missouri counties have no adopted residential building code (102 of 115 county entries in the state's 2021 data), but no code doesn't always mean no permit. Some, like Nodaway, Harrison and Worth, told us they have no county zoning or building permit; others with no code, like Ray and Caldwell, require a building permit. Always verify with your specific county before assuming requirements either way.
